    ICT Access and Use in Peru and Colombia during the COVID-19 Pandemic: The Big Picture

    This document, which is a research effort carried out in the current context of the COVID-19 pandemic, seeks to provide information on the situation of ICT use in Peru and Colombia, make the main challenges visible, and provide elements for the discussion of public policies. The basis for this study is information gathered through a telephone survey specialized in ICT issues carried out in December 2020 in Peru and Colombia with a sample of 1000 observations in each country. The analysis also takes into account differences between different social groups, such as those resulting from gender, age group and socioeconomic level. The first section provides information on device ownership, Internet connectivity and use, while the second section illustrates awareness of government support provided by COVID-19. It then reports on changes in internet use and barriers to ICT use, as well as the population’s attitudes toward the Internet. The document closes with an assessment of these results.

    Interaction between citizens and the Government through ICT in the context of the COVID-19 pandemic

    This document shows the main results of the survey conducted by the Instituto de Estudios Peruanos (IEP) (hereinafter, the IEP Survey) as part of the COVID-19 Responses for Equity (CORE) project. Specifically, this report analyzes the interaction between citizens and the State using ICTs in the context of the COVID-19 pandemic. For this purpose, the characteristics and contrasts are analyzed by breaking down the population according to gender, age groups, and socioeconomic level. The main findings of the survey are presented in four chapters. The first chapter presents the extent to which information about government assistance effectively reaches the population. It then seeks to answer how and through what channels this information reaches the population before exploring the effect of the pandemic on the use of the Internet to interact with the government. Finally, it analyzes citizens' perception of the role of the State as a promoter of internet services. The second chapter describes the e-Government systems in Peru and Colombia. Chapter 3 analyzes the main results of the ICT survey developed by the IEP. And, the fourth presents the authors’ conclusions and policy recommendations.

    Interacción entre los ciudadanos y Gobierno a través de las TIC en contexto de la pandemia de la COVID-19

    El presente documento muestra los principales resultados de la encuesta aplicada por el Instituto de Estudios Peruanos (IEP) (en adelante, Encuesta IEP (2020)) como parte del proyecto CORE (Covid-19 responses for equity). En particular, este informe analiza como tema principal la interacción entre los ciudadanos y el Gobierno a través de las TIC en contexto de la pandemia de la COVID-19. Para ello, se analizan las características y contrastes al analizar a la población según género, grupos etarios, y nivel socioeconómico.

    Panorama general de acceso y uso de TIC en Perú y Colombia durante la pandemia de la COVID-19

    Este documento constituye un esfuerzo de investigación desarrollado en el actual contexto de la pandemia de la COVID-19, que busca dar a conocer la situación del uso de TIC en Perú y Colombia, visibilizar los principales retos, y brindar elementos para la discusión de políticas públicas. Se ha tomado como base información recogida mediante una encuesta telefónica especializada en temas TIC, llevada a cabo en diciembre de 2020 en Perú y Colombia, con representatividad para personas que poseen teléfonos móviles de zonas urbanas, y con una muestra de 1000 observaciones en cada país. Asimismo, las diferencias entre diversos grupos sociales, como las resultantes del género, grupo de edad y nivel socioeconómico, son consideradas en el análisis. La primera sección brinda información respecto a la tenencia de dispositivos, conexión y uso de internet, mientras que la segunda ilustra respecto al conocimiento de apoyos brindados por el Gobierno debido a la COVID-19. Luego, se reportan los cambios en el uso de internet y las barreras para el uso de las TIC, así como las actitudes respecto a internet. El documento cierra con un balance de estos resultados

    La presente investigación realizada por el Instituto de Estudios Peruanos (IEP), en el marco del proyecto de investigación CORE COVID-19 Responses for Equity Initiative, tuvo como principal objetivo conocer la situación del uso de las TIC y su rol en la interacción ciudadanos-Gobierno. A partir de ello, se evidencian los principales retos y se proporcionan elementos que puedan incidir en la formulación de políticas públicas en los contextos sociales de Colombia y Perú.
