Essas oportunidades são particularmente atraentes para os grupos de jovens marginalizados, já que a área de TICs possui uma hierarquia profissional própria em muitas das organizações, permitindo assim maior oportunidade de ascensão no trabalho. Entretanto, essa mesma expansão de TICs pode aumentar as desigualdades sociais e econômicas ao prover acesso restrito aos grupos marginalizados em comparação às possibilidades maiores dos setores de maior renda. O objetivo deste documento é, portanto, analisar a capacitação no uso de TICs como estratégia de inclusão de grupos de jovens marginalizados, oferecida por órgãos não governamentais (ONGs) em três países na América Latina: Brasil, Colômbia e México"–Introdução.

Estas ventanas son particularmente atractivas para los jóvenes de estos grupos marginados puesto que el área de TICs posee una jerarquía laboral propia en las organizaciones, lo que les permite una mayor oportunidad de ascenso profesional. Sin embargo, esta misma expansión puede aumentar las brechas sociales y económicas al proveer pocos puntos de acceso para los grupos marginados en relación con las mayores posibilidades de incorporación de los sectores de altos ingresos. El objetivo de este documento es analizar la capacitación en el uso de TICs como estrategia de inclusión a la economía basada en el conocimiento, para grupos de jóvenes marginados, ofrecida por organismos no gubernamentales (ONG) en tres países de América Latina: Brasil, Colombia y México."–Introducción.
- PublicaciónAcceso AbiertoInformation and Communication Technology (ICTs) Training, Employment and Youth: The case of Brazil, Colombia and Mexico.(Instituto de Estudios Peruanos, 2008) Mariscal, Judith; Junqueira Botelho, Antonio José; Gutiérrez, Luis H."As new information and communication technologies (ICT) increasingly penetrate the different economic sectors, disadvantaged groups now have more opportunities to participate in these sectors. For disadvantaged youth, ICT training can be particularly helpful in expanding employment opportunities. However, the increased need for ICT skills may widen social and economic gaps because marginalized groups may not have the same access to ICTs as higher-income groups. This study seeks to analyze ICT training as a strategy for incorporating disadvantaged youth in the knowledge-based economy. To this end, we analyzed youth training programs at centers run by non-governmental organizations (NGOs) in three Latin American countries: Brazil, Colombia and Mexico. Training programs of NGOs can help low-income youth effectively adopt ICTs. There is no doubt that acquiring ICT skills in demand in the current market can help these young people find jobs. They face obstacles such as a poor education, lack of ICT skills and the necessary social capital to identify the most attractive ICT positions for their professional development. They also lack support networks for finding jobs or starting businesses. Training in ICT offers socially and economically excluded groups the chance to enter the knowledge-based economy. The case of Brazil(Instituto de Estudios Peruanos, 2008) Junqueira Botelho, Antonio JoséThis country research report is part of a larger comparative multinational research project carried out by the Inter-American Dialogue of the Information Society (DIRSI) on “Mobile Opportunities – Poverty and Access to Telephony in Latin America and the Caribbean.” which involved the design, implementation and analysis of a unique survey on the mobile telephony (hereafter MT) usage patterns of urban, low-income populations in seven countries: Argentina, Brazil, Colombia, Jamaica, Mexico, Peru and Trinidad & Tobago. The project’s main goal is to collect original data and analyze it in order to understand how the, urban, bottom of the pyramid segments of the population make use o MT. A guiding hypothesis is that MT is a useful tool for wealth generation and social network development. A user is defined as a person who made use of MT in the previous three months.
